Exodus 18:13

King James Bible

"And it came to pass on the morrow, that Moses sat to judge the people: and the people stood by Moses from the morning unto the evening."

Commentary

Moses assumes his daily role as sole judge and arbiter for all of Israel's disputes and questions. This follows Jethro's arrival at the camp, setting up the context for his father-in-law's observation of Moses' unsustainable leadership structure. The overwhelming demand for Moses' judgment is evident in the day-long queue of waiting Israelites. This exhausting schedule reveals both the people's dependence on Moses for every decision and the inefficiency of a single leader handling an entire nation's legal matters.
